13. Rules have been framed governing dealings in cocaine and novocain and their derivatives. The importation of the drugs is permitted only through Bombay by licensed vendors and medical practitioners on presentation to the Collector of Bombay of a permit from the Collector or Excise officer of the importer's district. Licenses for the sale of the drugs for medicinal purposes are issued by Collectors to pharmacists free of fee. Unless raised under the previous sanction of the Excise Commissioner, the maximum quantity that can be possessed under the license is one ounce. No restriction is placed on the quantity of the drugs in the possession of a person registered under an European or American Medical Act or who has received a medical diploma from an Indian University or college or recognized Medical school, required for the exercise of his profession. Neither is any restriction placed on the quantity allowed to be purchased by a private individual from a duly author- ized vendor for medicinal purposes on the prescription of a person practising medicine according to European methods.

14. The restrictions do not apply to cocaine used in impure solution in oint- ments for local application or made nauseous to the taste, or to certain specified bona fide medicated articles, a list of which has been published.

14-A. The number of licenses granted during the year 1909-10, was 26. The quantity sold was approximately 111 ounces.

14-B. Forty-one cases of smuggling or illicit sale were prosecuted during the year, 88 resulting in conviction. The price of cocaine including packing and freight charges is between Rs. 12 and Rs. 20 an ounce. Smuggled cocaine is sold at an average price of about Rs. 175 an ounce.
